In the Age of Consequences movie by Director Jared P.Scott, he looks at climate change from the perceptive of military experts rather than that of scientists (Kenny). This movie investigates that the impacts of climate change such as resource scarcity, migration, waves of refugees, failed state and terrorism will continue to grow in scale and frequency, with grave implications for peace and security in the 21st century (metacritic).
According to the movie, climate change causes resource scarcity; which causes migration and refugee crisis; and then the state with the climate change becomes the failed states with lack of government control (P.Scott). Director Jared P.Scott has revealed European refugee crisis, conflict in Syria, the social unrest of the Arab Spring, the rise of radicalized groups like ISIS as examples of climate change’s consequences. In this paper, I have to express why need to protect Climate Change’s consequences.
From the view of realism, national security is very important for every state. National Security refers to the security of a nation state including human security, institutions and non-military dimensions: economic security, energy security, environmental security, food security, cyber security and etc (Wikipedia). In consideration of climate change’s consequences, it is clear that there is a contradiction between national security and these consequences. Resource scarcity makes the economic and food insecurity. For example, water and climatic conditions have played a direct role in the deterioration of Syria’s economic conditions (H.Gleick).
Resource scarcity also makes threat to the human security which has economic security, food security, health security, environmental security, personal security, community security and political security (Human Development Report). Due to human insecurity, citizens from the state with the climate change migrant to new place as refugee. Brig Gen Stephen Cheney, a member of the US Department of State’s foreign affairs policy board, said: “Climate Change’s impacts are also acting as an accelerant of instability in parts of the world on Europe’s doorstep (Carrington). There are direct links to climate change in the Arab Spring, the war in Syria and the Boko Haram terrorist insurgency in sub-Saharan Africa” (Carrington). Also, state with climate change can become failed state because social instability, political instability and economic instability make the state with the lack of government control.
Mentioned above are the link between national security and climate change’s consequences. That’s why to protect national security, state have to prevent and protect climate change as much as possible. Here, from the liberal idea, collective mean may be a solution like intergovernmental Panel on Climate Change (IPCC), United Nations Framework Convention on Climate Change (UNFCC), World Meteorological Organization (WMO), and United Nations Environmental Programme (UNEP) (International Agencies-Climate Change Guide).
To conclude, in the 21st century, international peace and security are ruined by the resource scarcity, migration and refugees and terrorism. The root of all these problems is climate change. And, states’ human and national security are also challenged by the climate change’s consequences. That’s why states have to protect climate change to avoid the consequences which decrease the human and national security and to keep international peace and security. Only collective mean can be worked in this protection. So, as my recommendation, state need to form more regional and international organizations to protect climate change in the future.
