Abstract

Obama Care on October 2013, Health Insurance
coverage consisted of most retirees on Medicare or Pension funded Insurance,
and many employed people covered by private health insurance. The overall
rising cost of health care is due to many factors including unpaid bills,
medical malpractice suits, fraud, lack of insurance competition across state lines,
etc. The American Health Care system is one of the best systems in the world
and improvements can be made in several areas, but the intention of Obama Care
is to totally revamp the entire health care system.

Barack Obama became the
first African American president of the United States to serve in the office.
Barack Obama was born in 1961 in the state of Hawaii. Making Obama the first
President to be born outside of 48 states. Barack Obama parents who met at the
university of Hawaii. Barrack Obama enrolled first at Occidental College in Los
Angeles for his freshman and sophomore years. After that he decide to transfer
to the Columbia University in New York City. After spending time in New York

became a researcher with Business
International group of consulting firm.

Pre-Election
Career

Two-year working in corporate research and at
the New York Public Interest Research Group in New York City, Obama moved to
Chicago. That’s where Obama first took a job as a community organizer with a
church-based group. Obama helped create a state earned-income tax credit that
benefited the working poor, promoted subsidies for early childhood education
programs and worked with law enforcement officials to require the videotaping
of interrogations and confessions in all capital cases. As a state

senator, Obama went on to record as an early
opponent of President George W. Bush’s push to war against Iraq. In opposed to
dumb wars, I know that even a successful war against Iraq will require a U. S.
occupation of undetermined length, at undetermined cost, with undetermined
consequences. On November 2004, Illinois delivered 70 percent of its votes to
Obama, sending him to Washington as only the third African American elected to
the U.S. Senate since Reconstruction.

How America
Changed During Barack Obamas Presidency

The election of the nations with it first
black president raised hopes that race relations in the U.S. would improve,
especially among black voters. By 2016, following a spate of high-profile
deaths of black Americans during encounters with police and protests by the
Black Lives Matter movement and other groups, many Americans especially blacks
described race relations as generally
bad.

Eight states
and the District of Columbia legalized marijuana for recreational purposes, a
legal shift accompanied by a striking reversal in public opinion: For the first
time on record, a majority of Americans now support legalization of the drug.
As the Obama era draws to a close, Pew Research Center looks back on these and
other important social, demographic and political shifts that have occurred at
home and abroad during the tenure of the 44th president:

Education, in
particular, has emerged as an important dividing line in recent years, with
college graduates becoming more likely to identify as Democrats and those without a
college degree becoming more likely to identify as Republicans.

Obama’s
signature legislative achievement the 2010 health care law that informally
bears his name has prompted some of the sharpest divisions between Democrats
and Republicans. The gap has only grown wider since then: Democrats today are
more than twice as likely as Republicans to say that immigrants strengthen the

How Obamacare Is Benefiting Americans

The recent Supreme Court
decision upholding Obamacare ensures that the law will continue to expand
access to important health services, improve the quality of care we receive, and
control rising health care costs. To ensure those with pre-existing conditions
can access the care they need immediately, the Affordable Care Act created the
Pre-existing Condition Insurance Plan, which includes coverage for primary and
specialty care, hospital services, and prescription drugs.

It includes more than $200
million in funding to support and expand school-based health centers, which
provide primary care, dental care, behavioral health services, and substance
abuse counseling to youth nationwide. The Affordable Care Act includes $10
billion in government funding to support efforts to expand and strengthen the
primary care workforce and to improve public health through the Prevention and
Public Health Fund.

Additionally, the capacity of
the National Health Services Corp a program of the Department of Health and
Human Services that supports health care providers serving medically
underserved communities, tripled in the last three years due to combined
earlier investments made through the Affordable Care Act, the American Recovery
and Reinvestment Act, and annual appropriations.

America Change During the Obama Years

American public opinion changed in significant ways over the
course of Barack Obamas eight years in the White House, including on issues
such as the economy, race relations, and the level of confidence the public has
in different aspects or actors in the government. By most measures, Americans
views of the economic situation improved significantly over the eight years of
Obamas presidency. In Obamas first year as president, 23% of Americans said
they were better off financially than the year before. Americans, however, were
no more satisfied with the position of the U.S. in the world under Obama than they
had been in the late years of the Bush presidency. Less than four in 10
Americans were satisfied with the position of the U.S. in the world in 2016,
essentially equivalent to the first reading in the Obama years and marginally
better than the 30% in 2008, Bush’s final year in office.

How does the Obamacare actually work?

Under the law, most people are required to have health insurance
or pay a fine, and insurers have to take all comers, even if they’re sick. For
people without on-the-job coverage, the law created health insurance
marketplaces where consumers can buy plans from private insurers or sign up for
Medicaid. Plans sold on the marketplaces have to at a minimum cover 10 services
that are considered essential, including hospitalization, prescription drugs,
and doctor visits, and insurers can’t charge people higher premiums because
they have medical conditions that might make them more expensive to insure.

Affordable health care important in the United States? The
underlying fragmentation of the health care system is not surprising given that
health care providers do not have the payment support or other tools they need
to communicate and work together effectively to improve patient care. Reforming
our health care delivery system to improve the quality and value of care is
essential to address escalating costs, poor quality, and increasing numbers of
Americans without health insurance coverage. Chronic Disease Management,
Primary Care Coordination, and Health Information Technology There is strong
evidence that particular approaches or programs in these areas can improve
quality and health outcomes. Changing provider reimbursement Moving away from a
focus on the volume and intensity of services provided and toward
accountability for overall cost and quality is essential for supporting integrated
delivery system reforms. Many valuable services that providers already deliver,
such as effective preventive care or coordinated post hospitalization care, are
generally underprovided because doctors and hospitals do not have adequate
financial or other support to provide them. Without payment reforms that give
providers the support they need to be increasingly accountable for delivering
better care at lower overall cost, individual, incremental delivery reforms or
interventions are unlikely to be adequate to address the major gaps in quality
and value that currently exist in the U.S. health system. The funding cut and
executive order could result in higher insurance premiums for some Obamacare
customers and lower premiums for less regulated coverage for those who want to
try new insurance options. The rules governing Obamacare insurance, the
subsidies to help middle-income people buy it, the expansion of Medicaid to
more poor adults, and Obamacare’s many other provisions touching health and health
insurance remain the law.
The executive order could result in real changes for some people in the
insurance market.
But those changes are not the same thing as eliminating the health care law. It
appears that a coming rule will expand a kind of short-term insurance plan
intended for people who are in between jobs, making those plans available to
more consumers who wish to find an insurance option that is cheaper and less
comprehensive than those available in the Obamacare marketplaces. If a lot of
people decide to buy these short-term or association insurance plans, that will
most likely leave fewer Americans in the Obamacare markets.

The results are
clear: Health care reform works and has already benefited millions of seniors,
women, children, and young adults. If at two years the Affordable Care Act is
already helping millions of Americans access quality, affordable health care,
we have a lot more to look forward to.
